I doubt FB will charge users. The fact that you can state you have 845 million users puts you in unprecedented media league. Why reduce that, if anything you want to reach a billion quickly. Then become smarter with you advisement targeting and hit $10/user = 8.5 billion dollars in just ad revenues. Imagine what they can do with selling market research reports by aggregating all this information they have about us.
